A paper copy will be mailed to you within 10 days.
If you purchased it through Direct General's website they will most likely mail you a copy of your proof of insurance.

Insurance companies all like to paint a rosy picture about how they handle accidents and how helpful and friendly they are in their commercials, but it's all BS.
It's the insurance adjuster's job to try to pay you as little money as possible and to slap at least part of the blame on you so your rate can be raised.

Googling "city general insurance" seems to suggest that it operates only in Bangladesh! You don't say where you live, but if you're in Bangladesh, it might be OK; elsewhere I'd suggest a company you've heard of, or one recommended by friends.
Anchor General can do this as do most non-standard auto insurance carriers. They prefer you to take it to their PPO to save on repair costs, and obviously to avoid fraud. That stipulation is located on your policy packet you received when you first got your insurance policy.
If you have no tickets or accidents, over 3 years licensed in the U.S., and over 25 don't even bother going to a non-standard carrier. Go check out Triple A, Geico, Wawanesa, Farmers and any othe preferred carrier. They carry less provisions.

If you are using the car as collateral you will have to have full coverage. If you are just taking out an unsecured personal loan then you won't need full coverage. Think about what will happen if the car is totaled will you be able to make the loan payments and afford to purchase new transportation? You might want to but full coverage even if they don't require it while you still have the loan.
Normally any licensed driver may operate the vehicle with the owner's permission.
There are some exceptions to this. If the driver lives in the owner's household they must be listed on the policy as an authorized operator. Additionally some policies restrict operation to non-listed drivers to over 21 or over 25. That's pretty common in the UK but rare in the US.
Auto insurance follows the vehicle, not the driver. SOME policies extend the coverage of the named insured or listed drivers to any vehicle operated by them but this is not universal.
